يتناول البحث التعريف بتطبيقات التعلم والتدريب الإلكتروني كأسلوب تدريسي حديث يتميز بمعايير أكاديمية متطورة في برامجها الدراسية وكتبها الإلكترونية، ويعرض البيئة التعليمية والمادية للتعلم والتدريب الإلكتروني، وكذلك أسسه النظرية وضروراته وأهدافه وفوائده والخصائص المميزة له. كما يعرض البحث واقع الجامعة الافتراضية السورية كنموذج حديث في التعلم والتدريب الإلكتروني وكتجربة عصرية تفيد وتستفيد من تجارب الآخرين في التعلم والتدريب الإلكتروني المقدم عبر الإنترنت. والسعي لتحقيق أهداف التعلم والتدريب الإلكتروني من خلال تحسين إدارة التعلم والتدريب الإلكتروني وتوجيهه وضمان نوعيته، وزيادة الفعالية الداخلية والخارجية لنظام التعلم والتدريب الالكتروني، وخلق المحفزات وتوفير الأساس من أجل تحسين الفعالية والنوعية للجامعة من أجل الاستجابة للاحتياجات الاجتماعية والاقتصادية. تعتمد الجامعة لهذا الغرض مخططًا قصير الأمد: (الزمالة) حيث تم اختيار جامعات عالمية معروفة استنادًا إلى الاعتراف الرسمي والسمعة الحسنة التي تتمتع بها تلك الجامعات، وإلى توافر الاختصاصات لديها لكي تصبح شريكة للجامعة الافتراضية السورية. تزوّد هذه الجامعات الجامعة الافتراضية السورية بالإضافة عن المحتوى العلمي، بمختلف الخدمات التي توفرها لأي طالب من طلابها، فضلًا عن الشهادات المعترف بها عالميا. أضف إلى ذلك، أنّ الجامعة الافتراضية السورية تزوّد طلابها محليًّا بالدعم على المستوى الأكاديمي والثقافي والإداري والتقني، الذي يتضمن الإرشاد الأكاديمي والتدريس وتوفير المناهج التعليمية، والاستشارة، والتخطيط المهني والخدمات، فضلًا عن الدعم المقدم لدى الانتساب وتسديد الرسوم، والمساعدة على المستوى التقني، والاتصال بالشبكة العنكبوتية وغيرها. كما تعتمد الجامعة استراتيجية بعيدة المدى: (شهادات الجامعة الافتراضية السورية) بحيث يترتب على الجامعة الافتراضية السورية أن تقوم بتصميم برامج كاملة، وإدارتها بالتعاون مع جامعات سورية وعربية وعالمية شريكة لها، تتبع معايير دولية، مثلها مثل الشهادات التي توفرها الجامعات الشريكة، إنما بتكاليف قليلة. ويحصل الطلاب في نهاية دراستهم على شهادة من الجامعة الافتراضية السورية، معتمدة بشكل كامل من قبل وزارة التعليم العالي السورية. أما بشأن الامتياز الأكاديمي فإن الجامعة الافتراضية السورية ترى أن اكتساب المكانة المرموقة والاعتراف العالمي أمر يتوقف على تطبيق بعض المبادئ الأساسية وتحقيقها، وهي: نوعية البرامج، وسوية هيئة التدريس، وسوية الطلاب والجامعة الافتراضية السورية تتوق بل شك إلى وضع معايير لكل من هذه الأسس، وتلتزم بضمان الجودة وفقًا لذلك. إن كافة الشهادات (العالمية والمحلية) التي تقدمها الجامعة الافتراضية السورية معتمدة بشكل كامل ومصادق عليها من قبل وزارة التعليم العالي السورية، والهيئات العالمية الرسمية المعنية بالمصادقة. يُعرف البحث بالبرامج الأكاديمية في الجامعة الافتراضية السوية ويلقي الضوء على مجموعة من العقبات التي واجهتها الجامعة الافتراضية السوية وآفاق التطوير في مجموعة من المجالات منها: المجال الأكاديمي والمجال الإداري والتنظيمي والتقني ومجال الخبرات المحلية والخارجية. The research deals with the identification of electronic training and learning applications as a modern teaching technique characterized by developed academic standards of its programmes and electronic books. It displays the physical and educational environment of the electronic training and learning, as well as its theoretical basis, necessities, aims, advantages and distinctive features. In addition, the research displays the status of the Syrian Virtual University as a modern model in learning and electronic training and as a contemporary end favour which benefits and makes use of other experiences in learning and electronic training through the internet. It attempts to achieve electronic training and learning aims through improving and directing electronic training and learning administration, ensuring its quality, increasing the internal and external effectiveness of the learning and electronic training system, creating incentiveness and providing the foundation to improve the effectiveness and quality of the university to meet the social and economic needs. To fulfill this purpose, the university depends on a short-term plan (colleagueness). Some known international universities which were chosen according to the formal accreditation and their good reputation besides the existence of specializations in order to be a partner of the Syrian Virtual University. In addition to the content, those universities provide the Syrian virtual university with various services provided to any one of their students, as well as the international certificates. Moreover, the Syrian virtual university provides its local students with support on the academic, cultural, managerial and technical level which includes academic guidance, teaching, providing instructional curricula, counselling, vocational planning and services in addition to the support provided when joining the university belonging and paying the fees, and the technical support when using the internet. The university also adopts a long-term strategy: (Syrian virtual university certificates), the Syrian virtual university has to design all its programmes and the administration in cooperation with Syrian Arab and international universities which follow international standards in line with other certificates provided by the partner universities, but with little cost. Students at the end can get a certificate from the Syrian virtual university accredited fully by the Ministry of Higher Education in Syria. As far as the academic excellence is concerned, the Syrian virtual university considers that attaining the high position world recognition depends on the implementation of some principles such as: programme quality, the level of the teaching staff and the level of students. Undoubtedly, the Syrian virtual university is eager to put standards for all those foundations and commits itself to ensure quality assurance. All certificates (local and international) provided by the Syrian virtual university are accredited and accepted fully by the Syrian ministry of higher education and/or the concerned international commissions. This research defines the academic programmes in the Syrian virtual university, and sheds light on some of the obstacles which faced the Syrian virtual university, and the prospect of development in some fields: academic, managerial, organizational, technical and the field of local and external experiences.
