استهدف البحث التعرف على كيفية الاستفادة من الخبرة الأمريكية والخبرة الألمانية في مجال التنمية المهنية للمعلم والقيادات التربوية في دولة الكويت في الوقت الحاضر، وذلك من خلال الوقوف على الأسس النظرية للتنمية المهنية للمعلم والقيادات التربوية، والكشف عن المضمون العلمي للخبرة الأمريكية في مجال التنمية المهنية للمعلم والقيادات التربوية، والكشف عن المضمون العلمي للخبرة الألمانية في مجال التنمية المهنية للمعلم والقيادات التربوية؟ وكذلك تحديد أوجه التشابه والاختلاف بين الخبرة الأمريكية والخبرة الألمانية في مجال التنمية المهنية للمعلم والقيادات التربوية، وتحديد أهم الدروس المستفادة من الخبرة الأمريكية والألمانية في مجال التنمية المهنية للمعلم والقيادات والتربوية في دولة الكويت، ولكي يحقق البحث أهدافه استخدام المنهج المقارن على اعتبار أنه يقوم بالوصف والتفسير أو التحليل والمناظرة أو المقارنة بالإضافة إلى التنبؤ وهذا يتناسب مع المفردات العلمية للبحث، وكان من أبرز نتائجه أن التنمية المهنية للمعلم والقائد التربوي في دولة الكويت تحتاج إلى مشاركة كافة المؤسسات المعنية بها سواء كانت حكومية أو خاصة بالإضافة إلى أنها تحتاج إلى تأصيل سياساتها في كل المراحل التعليمية مع تحديد المعايير المهنية وضمان تطبيقها على أرض الواقع. The current research aimed to identify how to benefit from the American experience and the German experience in the field of professional development for teachers and educational leaders in the State of Kuwait at the present time, by examining the theoretical foundations for professional development for teachers and educational leaders, and revealing the scientific content of the American experience in the field of professional development for teachers. Or analysis, debate or comparison in addition to prediction, and this is commensurate with the scientific vocabulary of the research, and one of its most prominent results was that the professional development of the teacher and educational leader in the State of Kuwait needs the participation of all concerned institutions, whether governmental or private, in addition to that it needs to root its policies in all stages educational standards while defining professional standards and ensuring their application on the ground.
