هدف البحث الحالي إلى تطوير منظومة تمويل التعليم الجامعي في مصر في ضوء صيغة التمويل القائم على الأداء، من خلال طرح رؤية مقترحة لكيفية تطبيق تلك الصيغة التمويلية على ضوء خبرات بعض الدول المتقدمة في هذا السياق، وبما يتلاءم مع السياق الثقافي للمجتمع المصري. استخدم البحث الحالي المنهج الوصفي لكونه الأكثر ملاءمة لتحقيق أهدافه. وقد سار البحث وفقا للمحاور التالية: المحور الأول: تحديد الإطار العام للبحث من خلال إلقاء الضوء على مشكلته، هدفه، أهميته، حدوده، منهجه، وأهم المصطلحات الواردة به. المحور الثاني: وصف وتحديد الأسس النظرية لصيغة التمويل القائم على الأداء بالتعليم الجامعي. المحور الثالث: استعراض خبرة كل من الولايات المتحدة الأمريكية وأستراليا بوصفهما من الخبرات المتقدمة في مجال تطبيق صيغة التمويل القائم على الأداء بالتعليم الجامعي، وذلك للاسترشاد بهما في التطوير (رؤية وصفية تحليلية). المحور الرابع: رصد واقع تمويل التعليم الجامعي المصري كما حددته الأدبيات التربوية، والوقوف على دواعي تطبيق صيغة التمويل القائم على الأداء (رؤية وصفية موجزة). المحور الخامس: طرح رؤية مقترحة من شأنها تطوير منظومة تمويل التعليم الجامعي المصري في ضوء صيغة التمويل القائم على الأداء، استنادًا إلى تحليل أدبيات البحث، وتحليل الخبرات الرائدة في هذا المجال، وتشخيص الواقع المصري وظروفه وإمكاناته، والاستجابة لأراء أساتذة التخصص الذين أسهموا بشكل فاعل في تحكيمها، ومن ثم في صياغتها بصورتها النهائية. The current research aims at developing the system of Financing University Education in Egypt in the light of the formula of performance-based funding by presenting a proposed vision of how to apply this funding formula in light of the experiences of some developed countries, and in accordance with the cultural context of Egyptian society. The current the research also follows the research uses the descriptive approach to achieve its objectives. Following procedural steps: Step 1: defining the general framework of the research through shedding light on its problem, objective, importance, methodology, and limitations, as well as its main terms. Step 2: describing and defining theoretical foundations of the formula of performance-based funding in university education. Step 3: reviewing the experiences of some developed countries (USA and Australia) in applying performance-based funding formula for university education (analytical descriptive vision). Step 4: monitoring the reality of Egyptian university education funding, and identifying the reasons for applying performance-based funding formula (brief descriptive vision). Step 5: putting forward a proposed vision that will develop the Egyptian university education funding system in light of performance-based funding formula based on analysis of research literature; analysis of leading experiences in this field; diagnosis of the Egyptian reality (its circumstances, and its potential), and opinions of experts in the field of specialization.
