يهدف البحث الحالي إلى تقديم تصور مقترح لدعم مجانية التعليم الجامعي وضمان جودته، واستخدم في هذا البحث المنهج الوصفي التحليلي باعتباره المنهج المناسب، وتضمن البحث اطار نظري واطار ميداني، حيث طبقت استبانة على عينة طبقية عشوائية من أعضاء هيئة التدريس بجامعة سوهاج، وذلك بنسبة تصل إلى 22% من المجتمع الأصلي، وتكونت الاستبانة من ثلاثة محاور تضمنت واحد وعشرين فقرة، وجاءت نتائج البحث من خلال الاطار النظري والاطار الميداني مؤكدة أهمية استمرار الدولة في دعم مجانية التعليم الجامعي لما للمجانية من ضرورة تربوية واجتماعية واقتصادية وسياسية، كما توصل الباحث إلى أنه بالرغم من أهمية مجانية التعليم الجامعي إلا أن الانفاق الحكومي على الجامعات الحكومية لا يتناسب وزيادة الطلب الاجتماعي على التعليم الجامعي، الأمر الذي أدى إلى انخفاض نوعيته، لذا لابد من دعم المجانية بطرق ابداعية متنوعة. وتبنى الباحث في التصور المقترح لدعم التعليم الجامعي الحكومي توجه الدعم المختلط الذي يستند إلى وجود شراكة داعمة بين الدولة والجامعات والمجتمع، من خلال استمرار الدعم الحكومي للجامعات بحيث يتناسب والطلب الاجتماعي على التعليم الجامعي، وجعله أولوية من أولويات الدولة، وتفعيل دور الجامعات في ايجاد مصادر دعم متنوعة سواء من تسويق البحث العلمي والمشروعات البحثية والاستشارات العلمي، أو تحويل الوحدات الزراعية والتقنية والصناعية إلى وحدات انتاجية، واستثمار الصناديق الخاصة بالجامعة لصالح تحسين نوعية التعليم الجامعي، فضلا عن المحاسبية وتقليل الهدر التربوي والمالي، وكذلك تشجيع الدعم المجتمعي من خلال دعم البنوك والأوقاف وتبرعات رجال الأعمال، بحيث يسهم هذا الدعم المختلط في توفير تعليم جامعي جيد لجميع أبناء المجتمع المصري. This research aims to give a suggested proposal to support governmental higher education tuition-free system and its quality Assurance, and as a step to approach this, the descriptive analytical method has been used, a questionnaire was applied on a randomized sample of Faculty members in Sohag University, where the sample represents 22% of the research population. The questionnaire is consisted of three different axes, where includes twenty-one different paragraphs. The results based on the theoretical theme and the applied one highlighted the importance of keep supporting the higher education tuition-free system, as the tuition-free system has significant importance on educational, social, economical and political levels. Moreover, the researcher has concluded that in despite of the importance of the higher education tuition-free system, yet the government expenses on public universities does not go in parallel with the increasing of social demand for higher education, and this led to a decline in education quality, and thus supporting of higher education tuition-free system is required. The researcher proposed a mix funding approach, where a fund would come from the government at the first place, as it should be placing higher education funding as one of the country’s main priorities. As well as supporting the universities themselves to find different self- funding approaches, such as: marketing of scientific research, research projects and scientific consulting. Furthermore, transforming the agricultural, technological and industrial university units to production units, and investing the university special budget boxes in improving education quality. In addition to accountability and reducing educational and money waste. On another hand, social funding should be supported through banks, endowments and businessmen donations. This mix funding approach should be providing a good education quality for everyone in the Egyptian community. (Published abstract)
