The study aimed at pointing out the obstacles that face the secondary school principals at Southern Hebron Directorate. It also aimed at finding out the difference in principals’ estimations due to gender, scientific qualifications and years of experience. The descriptive method was used in the study. A questionnaire was developed to collect data .To assure the validity of the questionnaire, it was submitted to sixteen referees. Cronbach Alpha was used to examine questionnaire reliability, the Alpha value was 0.77 which is reasonable and suits the purpose of the study. The population of the study consists of all secondary schools principals at Southern Hebron area; they were 41males and females. All questionnaires were restored. To answer the study questions means and standard deviations were used. Results of the study showed that the degree of difficulties is medium. The mean is 3.28. There are few differences in means in responses of principals due to sex, qualifications, and years of experiences.
