هدفت الدراسة إلى الكشف عن معوقات تطبيق الهندرة الإدارية في وزارة التعليم العالي والبحث العلمي الأردنية، واقتراح أهم التطلعات المستقبلية لتجاوزها. اعتمدت الباحثة المنهج الوصفي، بالاعتماد على الإستبانة لجمع البيانات، وبعد التأكد من صدقها وثباتها، تم تطبيقها على عينة عشوائية مكونة من (193) فرداً، وهي تمثل نسبة (81%) من مجتمع الدراسة. تمت معالجة البيانات إحصائياً باستخدام الرزمة الإحصائية للعلوم الإجتماعية (SPSS). استخدمت المتوسطات الحسابية، والانحرافات المعيارية، والوزن النسبي، والتكرارات والنسب المئوية. أظهرت الدراسة نتائج أهمها: جاءت درجة المعوقات بدرجة "مرتفعة" بمتوسط حسابي (4.01)، مجال "المعوقات المالية" بالمرتبة الأولى، ومجال "المعوقات البشرية" بالمرتبة الأخيرة بين المعوقات. أسفرت الدراسة عن مجموعة من التوصيات أهمها: ضرورة إيجاد منافذ جديدة تسمح بتقليص النفقات المالية في قطاع التعليم العالي. The current study aims at revealing the obstacles hindering the application of administrative reengineering in the Ministry of Higher Education and Scientific Research of Jordan, and suggesting future aspirations to overcome them. The researcher adopted a descriptive questionnaire-based method which was developed for data collection after having verified its validity and reliability. The questionnaire was assigned to a random sample consisting of 193 individuals, representing 81% of the study population. Data were statistically processed using SPSS, using arithmetical averages, standard deviations, relative weight, frequencies and percentages. The results of the current study revealed the following: the average of obstacles was high with an average of 4.01, the financial obstacles ranked first while human obstacles ranked last. The current study has recommended the necessity of finding new ways to reduce fiscal expenditures in the higher education sector. (Published abstract)
