The aim of this study was to identify the factors that effect citizenship values of secondary schools in Amran governorate (consciously and practically) according to their points of view. For this aim, the researcher used the descriptive survey method as a research design. The population of the study consists of 8039 students and the sample included 507 students from secondary schools (12th grade) in Amran governorate. They were chosen according to the stratified random sampling technique. The researcher analyzed 479 questionnaire and neglected 28 because they were not complete. The researcher analyzed the data by using (SPSS). The findings that have a major impact on citizenship values of students are as follows: The level of factors that effect citizenship values of secondary students in Amran governorate was a round the average of 3.42 in consciousness and practice sides. The factors that highly effect citizenship values were (1) religious factors (mean= 4.34) and (2) educational factors (3.73) while the moderate factors that impact citizenship values were (1) social factors (mean = 3.41), (2) economical factors (mean = 3.20) and (3) political factors (mean = 2.98). Finally, the least impact refers to communication and information (2.86). The results of T-test revealed that there are no significant differences between factors that effect citizenship values of male and female students. Whereas there are statistical differences on the effective factors on the values of citizenship. These differences are due to sex (masculine - feminine) on female in practice of the four values. The researcher recommends that we should get benefit from the list of judgment of values of citizenship and the effective factors on them when forming educational concepts on citizenship values. So that there will be a scientific control. This will help in deciding what suits every class and what students can learn in each educational stage. Political parties and social civil organizations should pay attention for developing values of citizenship. Their holders should emphasize these values. (Published abstract)
