هدفت هذه الدراسة إلى واقع نظام التعليم في الجامعات الفلسطينية في ضوء معايير إدارة الجودة الشاملة من وجهة نظر أعضاء هيئة التدريس. تكونت عينة الدراسة من 346 عضو هيئة تدريس في الجامعات الفلسطينية، ووزعت عليهم استبانة مؤلفة من 73 فقرة موزعة على اأربعة مجالات، وهي: الثقافة التنظيمية لإدارة الجودة الشاملة، والأكاديمي، والنمو المهني، وعلاقة الجامعة بالمجتمع المحلي. وبعد تحليل البيانات أشارت نتائج الدراسة إلى أن درجة تحقيق معايير إدارة الجودة الشاملة في الجامعات الفلسطينية متوسطة، كما أشارت النتائج إلى وجود فروق في واقع نظام التعليم في الجامعات الفلسطينية في ضوء معايير إدارة الجودة الشاملة كما يراها أعضاء هيئة التدرس تعزى لمجالات الدراسة ومتغير المؤهل العلمي. وأشارت النتائج إلى عدم وجود فروق في واقع نظام التعليم في الجامعات الفلسطينية في ضوء معايير إدارة الجودة الشاملة كما يراها أعضاء هيئة التدريس، تعزى لمتغيرات النوع الاجتماعي، ونوع الكلية، والخبرة، والمؤهل العلمي، والجامعة، وبناء على نتائج الدراسة قدم الباحثان مجموعة من التوصيات أهمها: إتاحة الفرصة لكافة العاملين بالمشاركة في اتخاذ القرارات، وأن تحرص الجامعات على تقويم برامج التدريب أثناء الخدمة دوريا، وإجراء المزيد من الدراسات حول موضوع إدارة الجودة الشاملة على الجامعات الفلسطينية، وإمكانية تطبيقها في كل من مؤسسات التربية والتعليم. This study aimed at identifying universities lecturers’ perspectives about educational systems in light of Total Quality Management. The study sample consisted of 346 lecturers all are lecturing at the Palestinian Universities. For the purpose of answering the study question one tool was designed in constructing and conducting the study. A questionnaire, consisted of 73 items was employed. Each item has one of four portions: organizational culture for total quality management, academic field, professional development and the relation between local community and the university. The study found that the level of meeting total quality management is relatively low. It also found that there is a statistical difference between educational systems in different universities with respect to the different variables. The study also found that there are no significant differences in universities educational system in light of total quality management criteria as seen by teachers, these differences are related to the different variables such as social kind, these differences are related to the different variables such as social kind, college, experience. In light of the above results the study recommended lecturers given the opportunity to participate in decision making. It also recommended a continuous evaluation for the trainee program. Finally the study recommended more studies to be made on total quality management to investigate other educational organizations. (Published abstract)
