The study aimed to induce the current situation of educational institutions' managers in order to identify the necessary elements for an effective formation/ and instruction which contributes and leads to professional development of the administrative staff in a way to keep with the current reforms, and responds to the contemporary local and global requirements for the management of the modern Algerian school in accordance with the total quality system, which necessity at estuation both competition and continuity, sinceit has been evident that the current system of formation/ and instruction of management staff and management of educational institutions suffers from tardiness to keep pace with successive reforms since the last decade of the last century. The population of the study consists of school head masters at the three levels (primary, middle, and high school) in the wilayas of Setif and Mila, with a sample of (315) school headmasters of primary, middle, and high school levels during the academic year 2014- 2015. The results obtained from the study, after data analysis, showed a decrease in estimates of the sample of the study in the light of the level of formation/ and instruction of managers of educational institutions than the mean scores used in the six fields included in the study tool.
