The current research aims to identify "the construction of a proposed educational program based on meaningful learning to acquire grammatical concepts among students of the fifth scientific" In order to achieve the objective of the research, the researcher followed the procedures of the descriptive approach. The researcher adopted the questionnaire as a tool for her research. The researcher presented an open questionnaire to a number of arbitrators specialized in methods of teaching the Arabic language. The questions included identifying the arbitrators' opinions to identify strategies and methods that fall within the meaning- For the fifth scientific grade, there were (15) strategies included in the cognitive theory, and (4) strategies were chosen for the theory of learning. The researcher also directed the referees' opinions to determine the validity of the behavioral goals of the subjects of the fifth grade scientific rules. Categorizing the basic concepts of each subject, as well as identifying the arbitrators' opinions to determine the validity of the content of the proposed learning-based learning program. The researchers built their program on knowledge strategies selected by the researchers, Formulator Strategy, Exploration, Concepts, organizations submitted, after the division of each of the Arabic language rules for the fifth grade scientific and what suits him strategies. The researcher used a statistical method to determine the extent to which experts agree on selected behavioral goals and teaching plans. Accordingly, the researcher recommends that: 1) Experimenting the proposed curriculum to the students of the fifth grade scientific to know its effectiveness need to rewrite textbooks to suit the theory of meaningful learning Some suggestions were suggested: 2) Conducting a pilot study to identify the effect of the learning theory on the meaning of the acquisition and the linguistic performance of middle school students 3) Conducting a study to identify the effectiveness of a learning program based on meaningful learning to acquire grammatical concepts for middle school students.
