This study aims to determine the extent of a program effectiveness based on listening skills for developing reading skills to 4th grade elementary girls in Gaza. In this study, the researchers adopted the experimental method and the constructivist approach, the study population consisted of 4th all female graders in governmental elementary schools, Gaza province, The study sample consisted of (34) female students, selected by intentional manner from the study population (15488). To achieve the study objectives the researchers have prepared the following tools: 1) A program based on listening skills for developing reading skills to fourth grade girls in Gaza. 2) A note card for reading skills. 3) Achievement test of skills in accordance with rules adopted for the read. The main results that found in this study is: 1) There were statistically significant differences between experimental group's average scores and the control group's average scores in cognitive test in reading for 4th grade elementary girls for the experimental group. 2) There were statistically significant differences between experimental group's average scores and the control group's average scores in skills test in reading for 4th grade elementary girls.
