هدفت الدراسة إلى الوقوف على واقع تعليم الطلبة ذوي الاحتياجات الحابسة في دولة الكويت وأهم المشكلات، التي تواجه هذا النوع من التعليم من خلال إبراز جهود مجلس الأمة الكويتي في هذا المجال، وقد استخدم الباحث المنهج التحليلي المكتبي، وقد توصلت الدراسة إلى أن دولة الكويت قد أولت ذوي الاحتياجات الخاصة اهتماما كبيرا للوصول بهم إلى مستوى معقول من التعليم، بالإضافة إلى السعي نحو دمج كافة فئات الإعاقة في التعليم النظامي، وتوصلت الدراسة كذلك إلى أن هنالك بعض المشكلات التي تواجه التربية الخاصة منها اقتصار تقديم الخدمات لذوي الاحتياجات الخاصة على ذوي الإعاقة الحركية والبصرية والسمعية والعقلية دون غيرها من الإعاقات الأخرى، فضلا عن اقتصار البرامج التعليمية على بعض فئات ومستويات الإعاقة، وعلى مناطق جغرافية محددة وتوصلت الدراسة كذلك إلى أن مجلس الأمة الكويتي يبذل جهودا في مجال ذوي هذه الفئة. ومن أهم ما أنجزته هذه اللجنة قانون رعاية المعاقين الجديد والذي ناقشه مجلس الأمة بتاريخ 3/12/2009م ووافق عليه مبدئيا، حيث يعالج هذا القانون المشاكل التي كان يعاني منها قانون رقم 49 لسنة 1996م. وبناء على نتائج الدراسة أوصى الباحث بإعادة النظر في صياغة التشريعات والقوانين الخاصة بفئة ذوي الاحتياجات الخاصة، بالإضافة إلى القيام بحملات توعية في المجتمع بهذه الفئة عن طريق وسائل الإعلام، وتوسيع الخدمات التي تقدم لذوي الاحتياجات الخاصة لتشمل جميع فئات الإعاقة. This study aimed to stand up to the reality of teaching students with special needs in Kuwait and the most important problems facing this kind of education, the researcher used the analytical method of office, and the study found that the State of Kuwait has lot of great interest to people with special needs to get them to a reasonable level of education In addition, the State of Kuwait is seeking to integrate all categories of disabilities in regular education, the study found further that there are some problems facing special education, including limiting the provision of services for people with special needs of people with motor disabilities, visual, audio and other substances, without other disabilities, as well as limited educational programs at some of the categories and levels of disability and the specific geographical areas, the study found further that the Kuwaiti National Assembly is making efforts in the field of special needs of these efforts has been to adopt some laws and legislation, such as the care of disabled persons, who discussed the new National Assembly on 3/12/2009 CE approved in principle for the year 2009 concerning the rights of persons with disabilities. Where this law dealt with the problems he suffered in Law No. 49 of 1996 was adopted. Based on the results reached by the researcher recommended to reconsider the drafting of legislation and laws on the category of people with special needs, in addition to awareness campaigns in the community with this group through the media, and expand services for people with special needs to include all categories of disability.
