هدفت الدراسة الحالية التعرّف إلى فاعلية برنامج تدريبي في تطوير كفايات المعلمات لتوفير بيئة تعليمية آمنة لدى أفراد المجموعة التدريبية في القياسين القبلي والبعدي. وتحديد أولويات تحسين البيئة التعليمية وسُبلها في رياض الأطفال؛ لتكون بيئة تعليمية آمنة لدى الأطفال، واعتمدت الدراسة الدمج بين الجانبين الكمي والنوعي؛ وتكونت عينة الدراسة من (75) معلمة من معلمات رياض الأطفال في محافظات دورا، ورام الله، ونابلس. وأظهرت نتائج الدراسة وجود فروق دالة إحصائية بين القياس القبلي والبعدي على جميع المجالات، وعلى الدرجة الكلية للكفايات لصالح القياس البعدي, وأن حجم تأثير الكفايات ككل بلغ (0.259) وهو حجم تأثير كبير، وكان أكثر مجالات الكفايات تأثيراً في توفير بيئة تعليمية آمنة لدى معلمات رياض الأطفال، هو المجال المعرفي بحجم تأثير كبير بلغ (0.335)، وبينت النتائج وجود فروق إحصائية دالة بين القياس القبلي والبعدي على جميع المؤشرات، وعلى الدرجة الكلية لمؤشرات الكفايات لصالح القياس البعدي باستخدام بطاقة الملاحظة، وان حجم تأثير مؤشرات الكفايات ككل بلغ (0.461) وهو حجم تأثير كبير، وأن أكثر مجالات مؤشرات الكفايات تأثيراً باستخدام بطاقة الملاحظة، هو مجال المؤشرات السلوكية بحجم تأثير كبير بلغ (0.472)، وخلصت نتائج الدراسة أيضاً، إلى أن من أهم أولويات وسُبل تحسين البيئة التعليمية في رياض الأطفال، الاهتمام بمعلمات رياض الأطفال، وتقدير عملهن، وبناء قدراتهن وتأهيلهن بصورة مستمرة. This study aimed to explore the impact of a training program on the development of female teachers’ competencies with regard to providing safe educational environment among the trainees in the pre- and post-measures. The study aimed to identify priorities and ways for improving the kindergartens’ educational environment to make them safe. A mixed approach incorporating quantitative and qualitative methods was used on as sample of (75) female teachers in kindergartens in Nablus, Ramallah and Doura Governorates. Results revealed statistically significant differences between the pre and post measures in all domains as well as in the overall degree of teachers’ competences in favor of the post measure since a large overall size effect of competencies was scored (0.259). Meanwhile, the most significant impact was in the cognitive domain which scored a high size effect of (0.335). Additionally, results showed statistically significant differences between the pre and post measures on all indicators as well as the overall degree of the competences in favor of the post measure using the observation checklist whereas the size effect of the overall competences was also high scoring (0.461). Using the observation checklist revealed that the behavioral indicators scored the highest among all indicators scoring (0.472). The result concluded that the most important priority and the best means to improve the kindergartens’ educational environment lies in appreciating teachers’ work, meeting their needs and building their capacities continuously.
