The world witnesses today many political, economic, social, and educational challenges and transitions, which in turn affect individuals, institutions and communities, , therefore they are always in the research stage for new development models and formulas to help them survive, and among these new models is learning organizations which mean making learning and innovation its main core for its processes and aspirations, as it focuses at the same time to provide the largest possible number with the ability to continuous learning and the ability to solve problems, instead of only relying on the distinguished group of leaders of scientific, technical and administrative personnel, Hence, the current study has sought to make learning organizations a platform for development, it has been used study the descriptive method, and ended to a number of requirements needed to create universities as learning organizations at the level of procedures (vision, leadership, organizational structure, human resources, culture regulatory, technological infrastructure, sources of funding, the role of university in society, systemic thinking, and competitive university), which in turn ensure the achievement of those requirements and turn them into reality.
