هدفت الدراسة التوصل إلى تصوّر مقترح لتطوير ممارسات القيادة الإستراتيجية بالمديريات العامة للتربية والتعليم في سلطنة عمان، وتكوّنت عينة الدراسة من العاملين في دوائر وأقسام المديريات العامة للتربية والتعليم في المحافظات التعليمية في: (مسقط، والداخلية، وشمال الباطنة، والبريمي، وظفار)، والبالغ عددهم 300 موظفاً وموظفة، واعتمدت الدراسة المنهج الوصفي؛ حيث بناء استبانة تكونت من 60 فقرة موزعة على ستة أبعاد تمثل متغيرات الدراسة (تحديد التوجه الإستراتيجي، واستثمار القدرات الإستراتيجية والمحافظة عليها، وتطوير وتنمية رأس المال البشري، والمحافظة على ثقافة تنظيمية فاعلة، والتأكيد على الممارسات الأخلاقية، وإرساء نظام متوازن للرقابة التنظيمية. وتوصلت الدراسة إلى عدة نتائج من أهمها، إن واقع ممارسات القيادة الإستراتيجية بالمديريات العامة للتربية والتعليم في سلطنة عمان جاء بدرجة متوسطة على جميع أبعاد الدراسة من وجهة نظر العاملين، وقد حصل بُعد "التأكيد على الممارسات الأخلاقية" على أكبر متوسط حسابي، بينما حصل بُعد "تطوير وتنمية رأس المال البشري" على أقل متوسط حسابي في الأبعاد الستة التي تناولتها الدراسة، وقدمت الدراسة تصوّراُ مقترحاً لتطوير ممارسات القيادة الإستراتيجية بالمديريات العامة للتربية والتعليم في سلطنة عمان. The study aims to presenting a proposal to develop strategic leadership practices in the Directorate Generals of Education in the Sultanate of Oman. The sample of the study included 300 employees in the departments and sections of the Directorate Generals of Education in five governorates: Muscat, Dakhiliyah, Al Batina North, Al Burimi, and Dhofar. The study was based on a descriptive approach. a questionnaire developed by the researcher consisted of 60 items, divided into six dimensions that represent the study variables (determining strategic direction, exploiting and maintaining core competencies, developing human capital, sustaining an effective organizational culture, emphasizing ethical practices, and, establishing balanced organizational controls). The findings of the study are as follows: 1) The practices of strategic leadership in the Directorates General of Education in the Sultanate of Oman was at the average level in all dimensions in the study from participants’ point of view. 2) The study showed that the "emphasis on ethical practices" was the highest level among the six dimensions of the study. 3) The study showed also that the "development of human capital" has received the lowest level among the six dimensions of the study. The study concluded by presented a proposal for the development of the strategic leadership practices in the Directorate Generals of Education in the Sultanate of Oman. (Author’s abstract)
