AU - العبادي، عامر عبادي زامل AU - عبد زيد، كاظم عبد نور AB - The problem of this research could be summarized in that there is no scale to measure the "perceived behavioral control (PBC)" concept in Arabic language, according to the two researchers data base. So, the researchers who want to investigate this concept are facing a problem. Because this concept is very important to the researchers and workers in Iraqi educational system and to solve the problem. The two researchers aimed at constructing a new scale to measure the (PBC) and its main components among high school teachers, basing upon Ajzens theory (1985) the "planned behavioral theory", which is considering the (PBC) as one of its three main components. To achieve those two aims, they have reviewed a number of scales that measure similar concepts and psychological measurement books then prepared (38) items (sentences) to measure the (PBC), presented to (20) university staff members who teach psychosocial and educational sciences to write their opinions about the face validity of the scale items. Then the scale was applied to (200) high school teachers to write their responses, which were scored and statistically analyzed by using factor analysis and other statistical procedures using (SPSS) package to assess the construct validity, reliability and other psychometric characteristics. The final scale consisted of (28) items, distributed into three main components the personal and social beliefs which include (12) items, the behavior control and the future forecasting which include (8) items for each component, each item is followed by two alternatives (A, B). The hypothesized mean of the scale was (42) scores. Therefore, the high school teacher should get (42) scores or more to be considered having (PBC) and vice versa.
