The current problem is that there is no specific guidance to form CoPs in higher educational institutions to advise practical and theoretical knowledge and learning experiences in Saudi Arabia considering the cultural differences compared to western models. This study thus focuses on CoPs in higher education in Saudi Arabic to address the lack of existing studies in Middle East countries. This research employs CoPs for service innovation development in higher education using information communication technology. In addition, we also address CoPs in a higher education and investigate how the CoPs facilitate service innovation through ICT in universities. This research involves the development of research objectives and questions. This study may help to improve the understanding of CoPs and how to form a way to develop the service innovation in higher education in Saudi Arabia, including exploring the effectiveness of using ICT to facilitate service innovation in higher education. This study gives a clear understanding of how CoPs play an important role in facilitating service innovation in higher education through ICT. Meeting the objectives of this study is undertaken to answer the five research questions after adopting a mixed method approach to collect and analys the data needed in this study.
