AU - المريسي، عمر محمد قايد AB - This study aims at developing a proposed vision for Evolving the Institutional Performance of the Educational Departments - Republic of Yemen, in the light of the Access to Administrative Empowerment by identifying the opinions of experts on the degree of importance, of the areas, and the components of the vision proposed. For achieving the research objectives, the researcher used the descriptive method in both survey and development based on one of the methods used in future studies Delphi method, through the research tools of the questionnaire. The researcher targeted a group of experts - of the most knowledgeable and experienced in the fields of management and education were deliberately selected by the academicians at the University of Sana'a, the Faculty of Education and Commerce, the University Development Center, the Supreme Council for Planning Education, the National Institute of Administrative Sciences, the Ministry of Education, the Educational Research and Development Center, the Office of Education as well research sample. After completing the field research procedures the researcher analyzed the data using the SPSS program where the percentages and the arithmetic mean were calculated to determine the degree of feasibility for terms, fields and tool axes. The research came up with number of results, of which, the most important are as follows: 1) Experts agreed on the importance of the proposed vision in all its fields, axes and most of its components and expressions. 2) Forming a proposed prospective for Developing the Institutional Performance in The Departments of Education in The light of accessing of Administrative Empowerment.
