AU - عون، وفاء AU - السالم، غادة سالم AU - الشهراني، نورة زايد AB - The study aimed to develop the total quality management in the higher education system in the Kingdom of Saudi Arabia to achieve Vision 2030 based on the experience of Singapore, the study used the Comparative analytical documentary based on comparative information and data bout total quality management in the Kingdom of Saudi Arabia and the Republic of Singapore. The study concluded that the results for several of the most important: that Saudi Arabia is focused on strategic plans, and determine the overall quality standards at universities, while Singapore excelled in the interest of institutional self-evaluation and review of strategic plans and how they relate to the strategic plan of the state. The higher education system in the Saudi Arabia is suffering from extreme centralization and hierarchical structure while Singapore was granted full autonomy of universities. Kingdom agreed with Singapore's interest in scientific research and the establishment of research centers, while the second outperformed the strong links between universities and industry, which was reflected on the economic development of them. The study recommended that the work on linking the strategic plans of the Saudi universities to see the Saudi Arabia in 2030, and the granting of autonomy universities, linking its educational programs and applied research with economic and social development requirements and the needs of the labor market.
