AU - عثمان، عثمان مصطفى AB - Handball as a sport is part of the curriculum of the colleges and departments of Physical Education, and it involves both defensive and offensive skills. When rating the students' performance of skills, most teachers depend on their personal estimation and experiences, lacking the scientific basics that portray the real development or decrease of the students' level. This leads to some sense of subjectivity in the rating of their performances. Therefore, the researchers aimed to do such a study in order to shed light on the semaphore students' real performance of certain essential skills in handball, as well as setting the standard levels and degrees, and identifying its weaknesses or flaws and create the suitable solution to solve them. The purposes of this research are: 1) Identifying the performance level of certain essential skills in handball for semaphore students. 2) Setting the standard levels for certain essential skills in handball for semaphore students. The researchers used the scanning descriptive research method, for it suited this type of research problems. The research population consisted of 131 semaphore students of the College of Physical Education (University of Salah Uddin) for the school year of 2014-2015. The research sample consisted of 116 students, representing 88.54% of the original research population. The researcher used several means to collect information, including analyzing the contents, interviewing and questionnaires.
