AU - الأسدي، سلام محمد علي. AU - إبراهيم، يعقوب حبيب AB - This research is an attempt to study the reality of kindergarten and primary education in Iraq. The period from 1974 to 1979 had witnessed a clear and tangible development in these areas of education across Iraq and Babil Governorate in particular. Government of Iraq and Ministry of Education exerted great efforts in order to promote the institutions of kindergarten and primary education as being the broad-based ones in Iraq. On the one hand, Kindergarten, which is considered as the first stage in the process of teaching in Iraq, accepts children at the age of four. It offers early childhood education to children before they begin compulsory education at primary school due to its major influence on children's development and behavior. On the other hand, primary education represents the basic stage in the educational and teaching systems in Iraq. Government of Iraq had adopted a set of fundamental laws and educational systems responsible for organizing the administrative sectors of the educational institutions in addition to developing them both in terms of quality and quantity. The local administration in Babil Governorate had carried out great building achievements throughout the period from 1974 to 1979 as exemplified by constructing kindergarten and primary school buildings and reconstructing a good number of exciting school premises. Also, the directorate of education in Babil had actively sought to develop the administrative and technical staff and accommodate the increased number of pupils by increasing the number of the teaching staff.
