AU - إسماعيل، طلعت حسيني. AB - The current research critically analyses the pre university education strategic plan of the 2014-2030 ministry of education. Therefore, conceptualizing the strategic plan its main principals, and operational procedures, its success factors, its features, and the needed criteria through which it can be analyzed and criticized, are all sought in the research. The current research concluded a curricular weakness in the strategic plan document in which the scientific basics that should be structurally adopted were not considered. The available ready previously prepared plan was, instead, adopted to satisfy the government, the plan did not also spring from the general principals and aims of the pre university education, pre specified by the law and the constitution. The current research ascribed these results to the outer stress on Egypt to deviate from developing education, which led to giving up some social responsibilities - education is one of them - and consequently a clear globalization fellowship and non-patriotism. The current research also analyzed and diagnosed the inner and outer pre university education plan, resulting in a clear inefficacy. The scientific factors that are needed for accurate analysis and diagnosis of the inner and outer environments have not been considered. The desire to clarify the ministry of education achievements, rather than deficiencies that education is suffering from in the pre university education, has been another reason.
