يعد نجاح نظم المعلومات وفعاليتها من الأمور الجوهرية، لما له من أثر كبير على نجاح المؤسسات. وتُعدُّ جامعة القدس المفتوحة من المؤسسات التي تعتمد في عملها على نظم معلومات متنوعة؛ ومن أبرز هذه النظم: نظام معلومات القبول والتسجيل، ونظام معلومات الشؤون الطلابية، ونظام معلومات الموارد البشرية، ونظام معلومات اللوازم، إضافة إلى نظام المعلومات الذي ُيعنى بالجوانب الأكاديمية، وغيرها. لهذا فإن الهدف الأساسي لهذه الدراسة قياس مدى فعالية نظم المعلومات المستخدمة في الجامعة المفتوحة. ولتحقيق ذلك، فقد استخدم نموذج ديلون ومكلين، والأداة المستخدمة مع هذا النموذج لقياس فعالية نظم المعلومات، والتي تتم من خلال قياس فعالية الأبعاد المختلفة لنظم المعلومات؛ وتشمل جودة نظام المعلومات، وجودة المعلومات، وجودة الخدمات التي يقدمها نظام المعلومات، والاستخدام، ورضا المستخدم، والمنافع النهائية المتحققة من نظام المعلومات. وجمعت البيانات من 87 مفردة؛ تشمل رئيس الجامعة ومعاونيه، ورؤساء المناطق والمراكز التعليمية، ورؤساء الدوائر الإدارية والأكاديمية في الجامعة في أرجاء الضفة الغربية كافة. وكان من أبرز النتائج التي توصل إليها الباحثان أن هناك اعتمادية عالية على نظم المعلومات في الجامعة؛ حيث تجاوزت درجة الاعتمادية 90%، وكانت فعالية نظم المعلومات عالية في الجامعة، حيث كانت اتجاهات المستقصي منهم إيجابية بدرجة كبيرة تجاه الأبعاد المختلفة لنظم المعلومات. Information Systems (IS) effectiveness is considered to be critical in the field of Information Systems, because of its impact on organizations’ success. Different managerial and academic departments at Al- Quds Open University (QOU) achieve their work using different types of information systems; such as admission IS, Registration IS, Students affair IS, HRM IS, Procurement IS, in addition to the academic portal that used to achieve different academic duties. Therefore the main objective of this study is to provide a further insight into IS effectiveness and test this effectiveness at Al Quds Open University. This study uses the Delone and Mclean model and its instrument to measure the information systems dimensions which include six constructs mainly system quality, information quality, service quality, system usefulness, user satisfaction, and net benefits. All QOU branches and centers have been investigated in the West Bank- Palestine (87) surveys were collected from the QOU president, vice- President, heads of QOU branches and centers, and heads of managerial and academic department. The main results of the study offer a good explanation of IS effectiveness in QOU, where the IS dependency exceeds 90% in all departments. In addition, the results of the IS effectiveness dimensions show high effectiveness of the information systems used in the university; where there is a high positive impression of the respondents towards information systems quality, information quality, service quality, IS use, user satisfaction, and net benefits were achieved.
