This study turns round the teacher competency in teaching and its relation with the educational achievement for the pupils, second round the basic level. This study aims at the following: 1) To know the teachers competencies second round at the basic stage in Rufa town. 2) To discover the relationship between the teachers competencies and the educational achievement for the pupils of the second round at the basic level, in Rufa town. 3) To know the extension of the teacher’s efforts to complete the teaching competencies and to develop them. The researcher used the descriptive approach in dealing with this study, using the questionnaire as a tool to achieve the purposes of this study. The most important results are: 1) The teachers’ competencies in Rufa city are not sufficient. 2) The standard of the pupils’ achievement is affected negatively by the lack of the teachers’ competencies in the basic stage. 3) There are some sides which decrease the teachers’ competencies development like continuing the high studies and self-instruction programme through the web sites and the effective participation in forums and educational rounds. The most important recommendations: 1) The need for teacher training programs at teaching competencies. 2) Provide a means of teaching the local environment till accommodate pupil's lessons. 3) Improving economic conditions for teachers so that can develop themselves.
