تهدف الدراسة إلى معرفة مدى توافر متطلبات تقويم الأداء المؤسسي في سلطنة عمان من وجهة نظر المديرين ومساعديهم والمعلمين. ولتحقيق ذلك صٌممت أداة مسح لمعرفة آراء العينة، وتألفت الأداة من ثلاثة محاور: شروط بناء معايير تقويم الأداء المؤسسي، إجراءات تقويم الأداء المدرسي، التغذية الراجعة لتقويم الأداء المؤسسي، وبلغ حجم عينة الدراسة ١٣٠٢ فرد، وتم استخدام اختبار (ت) T-TEST لدلالة الفروق (طبقاً للجنس)، وإجراء تحليل التباين الأحادي (One Way Analysis of Variance) لدلالة الفروق (طبقاً للوظيفة)، إضافة إلى اتباع التحليل الكيفي في تحليل استجابات عينة الدراسة حول الأسئلة المفتوحة. وبعد عمليات التحليل خرجت الدراسة بعدد من النتائج أهمها: أن درجات تطبيق مدارس التعليم الأساسي بسلطنة عمان لشروط بناء معايير تقويم الأداء المؤسسي، ولإجراءات تقويم الأداء المدرسي، وللتغذية الراجعة لتقويم الأداء المؤسسي جاءت جميعها مرتفعة. أما نتائج دلالات الفروق من حيث درجة تطبيق متطلبات تقويم الأداء المؤسسي لجميع محاور الاستبانة جاءت لصالح المديرين ومساعديهم والمعلمين من الإناث، ولا توجد فروق ذات دلالة إحصائية تعزى إلى متغير الوظيفة. واقترحت الدراسة عددا من الآليات لتوافر متطلبات تقويم الأداء المؤسسي وأهمها: توزيع ونشر أدلة مبسطة توضح المعايير والمؤشرات التي تعتمدها نظام الاعتماد الخارجي، وتدريب العاملين على توظيفها، واستقلالية فريق التقويم من أجل إصدار أحكام حيادية على مستوى الأداء المدرسي. والربط بين التقويم الذاتي الداخلي للمؤسسة والتقويم الخارجي الذي يؤدي بدوره إلى عملية التحسين المستمر داخل المؤسسة التعليمية. The study aims to explore to what extent the institutional performance assessment is available in the Sultanate of Oman from the perspective of the school heads, their assistants and teachers. To achieve this objective, a survey tool was designed to know the participants' views. The tool covers three aspects; the conditions to form the standards of institutional performance assessment, the procedures to assess the school performance as well as the feedback received at the end of the institutional performance assessment. The number of the participants is 1302. T -test is used to show the difference significance according to gender. Also, one way analysis of variance is used according to the profession. Besides, the qualitative analysis in analyzing the participants" views regarding open questions follows. After the data analysis, the study concludes that the percentages of the three previous aspects, covered by the research tool, are high. While the difference connotation according to the application of the institutional performance assessment in all the questionnaire statements were in favour of the female head schools and their assistants. There are no statistical differences attributed to the variable of profession. The study suggested some recommendations. First of all, the need to provide simple clarification that clarify the standards relied upon by the External Accredit System. Second, training the involved staff to implement them. Third, the assessment team must be independent in order to issue neutral judgments to the school performance. Fourth, both the internal evaluation of the institution and the external one, must be linked together which, in turn, results in a continuous betterment inside the educational institution.
