The current research aims to determine the quality standards for the competencies of teachers of outstanding students. The importance of research in the application of quality in education is through the attempt to use studies and research on the development of education and methods and means to achieve the highest performance and effectiveness. The problem was formulated to investigate the following: what are the total quality standards in the competencies of the teachers of the outstanding students in high school in Iraq? The objectives of the research were as follows: 1) defining quality standards for the competencies of teachers of outstanding students. 2) To recognize the strength of the exercise of competencies by the managers of outstanding students. The importance of research in: Teaching competencies are a standard for total quality in public education in Iraq. Research contributes to improving the level of outstanding students and benefiting from their mental abilities. There were no statistically significant differences at the level of significance (0.05) in the implementation of the total quality standards for teachers of outstanding students according to the variable sex (male - female). There were no statistically significant differences at the level of significance (0.05) in the implementation of the total quality standards for teachers of outstanding students according to the variable years of service (less than 10 years - 10 and more than 10 years). The results showed that there is a set of competencies that must be met by the teachers of the outstanding students in order to achieve the effective teaching requirements and application the total quality. The teachers of the outstanding students need a training program in the light of the total quality standards and this is shown through the results obtained by the research after the implementation of the total quality standards.
