This study aimed at identifying the obstacles of applying strategic planning at public universities in Baghdad from faculty staff members' point of view. To achieve the objectives of the study, the descriptive survey methodology was used. A questionnaire was developed to collect data. It consisted of 31 items, distributed on four domains human, organizational, administrative, and material obstacles. Validity and reliability of the questionnaire were assured. The sample of the study consisted of 336 faculty staff members. The findings of The study were as the following : The mean of the subjects sample responses about the obstacles of applying strategic planning at public universities in Baghdad from faculty staff members point of view ranged from 4.13 - 3.63 for all domains. The mean was 3.82 for the questionnaire as a whole, which reflects a high degree of obstruction. The domains of the tool were arranged, from high to low, as the following: material, organizational, administrative, and human obstacles. There were no significant differences at α ≥0.05 in the obstacles of applying strategic planning at public universities in Baghdad Governorate attributed to sex, colleges, and years of experience variables. But, there were significant differences attributed to the academic rank variable, in favor of assistant professor category. (Author's abstract)
