واقع تحقيق تكافؤ الفرص التعليمية في المدرسة الثانوية العامة في ضوء التغيرات المعاصرة : دراسة ميدانية

The Egyptian society faces many challenges that hinder its progress in the field of scientific and human development, and society will not advance without meeting these challenges through achieving equal educational opportunities in the general secondary school, monitoring the role of the secondary school in achieving it and standing on its dimensions and standards, in addition to addressing the most important contemporary changes and their impact on achieving equal educational opportunities and obstacles affecting it. The researcher used the descriptive method due to appropriateness for this study. The historical development of equal educational opportunities has been demonstrated in many different ages. The reality was identified in the field through a questionnaire applied to a sample consisting of (1810) male and female students, teachers and educational leaders in public secondary schools in Minya Governorate. One of the most important results reached was the deficiency of public secondary schools in their role in achieving equal educational opportunities in most educational practices with their human and democratic meaning. This was represented in the curriculum, its content and objectives, the evaluation methods used, the scarcity of equal treatment of students, the weakness of the school administration in its role in achieving equal educational opportunities, the lack of material resources and poor distribution among schools and the low level of performance of the educational process in general secondary schools. This in turn means deficiencies in the face of contemporary changes. This research ended with a proposed vision to achieve equal educational opportunities in public secondary schools, and included special procedures for the teacher, procedures for school administration, procedures for the school building, procedures for curricula, and procedures for dealing with students. The most important of which are: 1) The necessity to pay attention to the good preparation of the teacher academically, professionally and financially. 2) Adopting the method of work teams in school administration and promoting good democratic behavior. 3) The need to increase financial allocations to spend on education, and designing a multi-purpose school building, with periodic maintenance. 4) Linking the curriculum to the geographical environment, with the development of the textbook, and reviewing the examination system. 5) The necessity to provide material and moral support to the children of poor families. Accordingly, the researcher has drawn a set of recommendations and proposed research. (Author’s abstract)
