The study aimed to develop a proposal for the development of the performance of university leaders in the light of the challenges of the twenty-first century in order to achieve a creative and distinctive leadership. The study was presented through three main topics: The first topic, which reviewed the challenges facing university leadership in the 21st century most notably, globalization, the emergence of the concept of alliance, partnerships, integration and interdependence, and technology management. The second topic discussed the strategic trends of leadership work in the light of the future vision of the requirements of the twenty-first century, where the leadership and the development of leadership thought in the first axis, and the contemporary administrative thought as a strategic guide to the work of university leadership in the second axis, which reviewed the trends of the third wave, Management of objectives, total quality management, re-engineering of administrative processes, as well as fourth wave trends of knowledge management, intellectual capital management, human performance technology, strategic management of human resources. In addition, the third topic, presented a proposed vision for the standards of performance of university leaders in line with the strategic directions for future leadership work, and leadership skills required for the twenty-first century. The analytic descriptive method and the future studies approach was used to achieve the aims of Study, the proposal presented a list of standard for the performance of university leaders in line with the future strategic trends for leadership work and leadership and the skills required for the 21st century.
