Our contemporary world is characterized by a tremendous momentum of information and communications technology (ICT) applications that have penetrated various areas of life and have greatly modernized both the ways we lead our life today, compared to what life was less than a century ago. Education, in turn, has significantly been influenced by the emerging ICT trends. Therefore, due to the societal status of education, the current research aims to study ICT applications in pre-university education institutions, by studying investigating South Korea case and how it managed to adopt these applications in pre-university education institutions. Heading this purpose, the research tries to find out how Egypt could benefit from the Korean case to develop its corresponding education system through the adoption of ICT within its institutions in accordance with the nature of the Egyptian educational system. The current research uses the comparative approach, the case study style, using primary and official documents, as a study tool. The research proceeds in a set of steps, the first of which is: planning the research framework and its structure e.g., state of the problem, its objectives, its significance, its limitations, and the review of literature. The second step presents a theoretical study of ICT applications in pre-university education, before the research moves through the third and fourth chapters, in its third step, to study the Korean case and the cultural factors that affected its educational system during adopting ICT applications in Korean pre-university education institutions. This is followed by Egypt's efforts to adopt ICT applications in its pre-university educational system institutions, in the fourth step. The fifth step comes to conclude the most important results of the research, divided into three domains: theoretical results, results specific to Korea, and finally results specific to Egypt. Based on these results, the research begins to propose a set of mechanisms for developing ICT applications in pre-university education institutions in Egypt, accompanied with the requirements for this development, and any obstacles that this endeavor may face.
