The researcher aims through this study to know the reality of using computers in teaching and training and the extent of its use to raise the efficiency of trainees and trainers in educational attainment, as well as knowing the attitudes of training staff members and teachers towards using computers in learning and training in some training sector institutes in the public authority for applied education and training in the State of Kuwait. The study focused on identifying the effectiveness of computer use and its contribution to the development of trainees' skills and the formation of positive trends towards the application of its use. The study, also found out the availability and adequacy of the devices, their specifications and powers for technical and scientific use in the field of their application, and the detection of the obstacles that can be faced in the event of the application of the computer in the training and educational process, and proposing appropriate solutions to address or reduce these obstacles. The results of the study indicated that the use of computers is highly effective despite the existence of application obstacles, and that there are no statistically significant differences depending on age or educational level in the focus of the effectiveness of computer use in education and training with the presence of statistically significant differences depending on the educational level in the two axes of requirements computer use, and obstacles to computer use. Through this study, the researcher was keen to clarify the role and importance of the computer as one of the modern technologies because of its important and influential role in supporting and developing learning and training. The researcher has mentioned a set of recommendations, which he hopes will be taken into account and adopted so that the educational institution can increase the quality of learning and training for both the members of the training staff and the trainees.
