The research problem was identified in the weak musical skills of music education supervisors in the state of Kuwait, and a program based on blended learning was built to develop skills. To achieve this, he followed the method of quasi-experimental research, and the research sample was represented by the supervisors of musical education in the ministry of education in the state of Kuwait (10 individuals). The research tools included: an achievement test to measure the cognitive aspect of musical skills, a performance test to measure the performance aspect of musical skills. For the validity of the hypotheses and the small size of the sample, the (Wilcoxon) nonparametric test was used for the related groups, and the results showed that the averages of the supervisors' scores after the application are much greater and that the difference between the rates is statistically significant at the 0.01 level. Cohen's coefficient was also used to calculate the effect size, and it turned out that the program had a significant impact in improving all supervisors' music education skills, one of the recommendations of the research is the interest of the bodies responsible for training supervisors and teachers of music education with such programs so that they can perform their role in the educational process successfully.
