The aim of the research is to monitor the implications of some social and economic factors on equal opportunities for students to enroll in public and private universities, and the research used the descriptive approach, and the questionnaire was applied to a sample consisting of (701) faculty members and final team students in each college at the universities of Mansoura and the Delta. Research into a set of requirements, the most prominent of which are: the provision of material aid and various means of social welfare for students whose financial conditions are unable to continue university education despite its free, especially those who are superior, and raising the level of educational services in government universities, including buildings, equipment, office and research services, and the introduction of other university systems such as The Open University and the air universities in order to have opportunities for those whose circumstances have transformed to adhere to the regular education laws, to establish colleges in Upper Egypt universities that correspond to the individual colleges in other universities, and to pay attention to the guidance and counseling systems within the universities so that the mental, psychological and physical characteristics of students can be revealed and directed towards the disciplines and people that fit these Properties.
