This study aimed to explore the impact of a training program on the development of female teachers’ competencies with regard to providing safe educational environment among the trainees in the pre- and post-measures. The study aimed to identify priorities and ways for improving the kindergartens’ educational environment to make them safe. A mixed approach incorporating quantitative and qualitative methods was used on as sample of (75) female teachers in kindergartens in Nablus, Ramallah and Doura Governorates. Results revealed statistically significant differences between the pre and post measures in all domains as well as in the overall degree of teachers’ competences in favor of the post measure since a large overall size effect of competencies was scored (0.259). Meanwhile, the most significant impact was in the cognitive domain which scored a high size effect of (0.335). Additionally, results showed statistically significant differences between the pre and post measures on all indicators as well as the overall degree of the competences in favor of the post measure using the observation checklist whereas the size effect of the overall competences was also high scoring (0.461). Using the observation checklist revealed that the behavioral indicators scored the highest among all indicators scoring (0.472). The result concluded that the most important priority and the best means to improve the kindergartens’ educational environment lies in appreciating teachers’ work, meeting their needs and building their capacities continuously.
