This study aimed to construct a proposed strategy in the renewed community partnership between Saudi universities and local community institutions to meet the research needs and projects in light of the global experiences. The researcher used the deductive and analytical descriptive approaches, which were appropriate to identify the reality of the community partnership between Saudi universities, and constructing the proposed strategy for renewed community partnership through the systems analysis model and get benefit from the results of the theoretical and field study. The study community and its sample consisted of the teaching staff members of University of Bisha, who were about (479) members, assistant professors and above. The study has been limited to partnership between the university, the local community and the private sector in comparison countries (United States of America, United Kingdom and Canada), and studying the obstacles of partnership between Saudi universities and the local community in facing research needs and projects (University of Bisha and its local community as a model) to apply questionnaire. The study has shown many results, the most important of which are: there is agreement among the study sample individuals on the obstacles of community partnership related to the local community to a large extent, the obstacles related to the university that hinder societal partnership between universities and the local community to a great extent, where the arithmetic average for this axis reached (2.45), There is agreement among the study members about the obstacles of community partnership related to the local community significantly with a general arithmetic average (2.57), also there is agreement among the study members about the requirements of the community partnership significantly and with an arithmetic average (2.44). There is a statistically significant difference at the level (0.01) in the "axis of “Community Partnership Related to the University" attributed to the academic rank (Assistant Professor / Associate Professor and Professor) in favor of the rank of professor and associate professor. In light of the results, the study presented a proposed strategy that includes a renewed community partnership between the university and the local community to meet the research needs and projects in light of some global experiences.
