This research is concerned to clarify the importance of scientific topic arbitration which must be carried out with a clear criterion for applicants looking for promotions. The researcher shed light on the criteria for judging research for scientific promotions submitted to the Scientific Council at Umm Al-Qura University and clarifying the concept of scientific arbitration, its goals, ethics and criteria adopted by the Scientific Council and the problems. The researcher concluded the effectiveness of these standards to control and improve the quality of the arbitration process. The researcher also concluded the scientific council's interaction with the problems and its creativity in solving them, recommendations and conducting training courses to prepare arbitrators according to the required rules and standard.
