The present study aimed to develop formation and roles of parents' councils in schools in the Sultanate of Oman in light of the models of some countries. The study used the descriptive method, and the analysis of documents was used in collecting data and information, the results of the study concluded that the formation of parents' councils in some countries of the world includes four categories: representatives of parents, the local community, school staff, and students, these councils also form committees to help him perform his roles. The results also showed that the parents' councils depend on having specific roles for members, such as: the role of the president, the vice president, the secretary, and the treasurer; In addition, the Councils plays multiple roles in the areas of strategic planning, financing, evaluating school performance, and building effective partnerships with parents and the local community. The results also found that the school parents' councils in the Sultanate of Oman do not include in their formation representatives of the local community and students, and there are no specific roles for members, and there are no sub-committees to be formed, in addition to the absence of some tasks and responsibilities for the work of the council, such as: strategic planning, evaluation school performance.
