The objective of this study was to uncover the reality of the performance of the research institutes of Saudi universities, in light of the standards of institutional excellence, and to identify the best of the international models in the field of institutional excellence, which can be used in the development of the performance of research institutes in Saudi universities, and to define the criteria of institutional excellence suitable for the development of the performance of the research institutes of Saudi universities, It also aimed at identifying the necessary requirements for the development of the performance of the research institutes of Saudi universities, and then presenting a proposed scenario for the development of the performance of the research institutes of Saudi universities in light of the standards of institutional excellence and the results of the field study. The researcher used the descriptive method with its two ways: survey & documentary as a tool for collecting data and information related to the study, in addition to using the method of experts surveying to arbitrate the proposed vision. The study society reached (12) leaders and (250) consultants in the research institutes in addition to (142) leaders of the beneficiaries of the services of research institutes. The sample of the study consisted of (12) leaders in research institutes and consulting (135) advisers and (107) leaders of the beneficiaries of the services of research institutes. The results were as follows: The degree of the performance of the research institutes of Saudi universities from the point of view of the leaders of the institutes and consultants of the faculty in light of the standards of institutional excellence (leadership, strategies, human resources, processes and services, partnerships and resources ) was medium with an average of (3.11 out of 5), where the criterion of strategies ranked first, with an average of (3 ،27 of 5), while the human resources standard ranked last, with an average of (2.72 out of 5 ). The degree of difficulties in achieving the application of institutional excellence in the research institutes was medium with an average (3 ،24 out of 5). The term "lack of availability of training programs for consultants according to the standards of institutional excellence" was ranked first, with an average of 3.53% ), While the term "the Institute's lack of accurate information about the university" was ranked last, with an average of 2.98 out of 5. The degree of requirements demanded to develop the performance of research institutes in Saudi universities to achieve institutional excellence was high with an average of (3.67 out of 5). The requirement of developing the university technical information network was ranked first by an average of (3.98 out of 5) , where the term "participation of private and business competencies in the development of the strategic plan of the Institute" was ranked last with an average (3.27 of 5 ).
