The study adopted the survey descriptive method and the descriptive documentary method. The researcher designed a study tool (a questionnaire). The study contained two questionnaires, the first one aimed at identifying obstacles in Saudi university education financing and the requirements of its development in the light of a university's philosophy, the second: a proposed concept questionnaire. The study population consisted of all faculty members in Saudi universities (Imam Muhammad Bin Saud Islamic University, King Saud University, King Abdul Aziz University and Princess Norah Bint Abdul Rahman University) in the academic year 1435 / 1436 h, totaling (10006) faculty members. A simple random sample was selected by 50% of the initial study population with a target sample size of (503) faculty members. The most important results of the study: 1) the overall arithmetic average of the terms of the axis of (obstacles of education financing in Saudi universities) was (4.09),indicating a high degree of agreement, which means that finance suffers from these obstacles in institutions of higher education in Saudi universities. 2) The overall arithmetic average of the terms of the axis of (the requirements of the development of education financing in Saudi universities in the light of a university's philosophy in the administrative aspect, was (4.40), degree of agreement, indicating the importance of achieving these requirements in terms of administration in universities. 3) The overall arithmetic average of the terms of the axis of (the requirements of the development of education financing in Saudi universities in the light of a university's philosophy in the financial aspect through research, consulting, consulting projects and donations) was (4.39), (4.16), (4.13) respectively indicating a high degree of agreement, which refers to the importance of achieving these requirements in the financial aspect in universities.
