The study aims to measure the impact of the e-program on developing the skills of using the learning resources of special education teachers for people with mental disabilities in the primary stage. An independent variable, the proposed electronic training program and the dependent variable, which is the development of teachers' performance skills in using learning resources. The research tools consisted of an achievement test, a note card and a program evaluation card. The research sample consisted of 30 teachers with mental disabilities who were divided into two groups. The test was used to make comparisons between the two experimental groups. The results revealed that there was a statistical difference at the level of > 0.05 between the mean scores of teachers before and after the experimental groups for achievement test in favor of telemetry. The results also showed a statistically significant difference at the level of > 0.05 between the mean scores of the research sample in the premeasurement of the skill observation card in favor of telemetry.
