حوكمة تنويع مصادر التمويل وتحسين الكفاءة المالية لقطاع التعليم الجامعي : دروس مستفادة من التجربة الأوروبية
The study aims to extract recommendations to enhance funding efficiency in the Saudi universities from the European experience. The study starts by describing the funding mechanisms, financial autonomy, and measures to foster income diversification in European universities. Then, the study presents the practice, challenges and pitfalls of three strategies used to improve funding efficiency in European universities: performance-based mechanisms, institutional mergers and excellence schemes. After that, the study describes the funding mechanisms and the requirement for improved funding efficiency in the Saudi universities. Based on the European experience, the study concludes with some recommendations to the Saudi Ministry of higher education, universities, and future research. (Published abstract)
