The current research aim to clarify the effectiveness of employing RSS in personal learning environments in developing cognitive achievement related to the skills of using electronic courses, developing the performance aspect related to it. The current research was applied to the fourth year students at the department of educational technology at the faculty of specific education at Menoufia University the search findings are as follows: there is a statistically significant difference at the level (α≤0.05) between the average scores of members of the experimental group and the mean scores of the members of the second experimental group in the post application to test cognitive achievement in favor of the second experimental group. There is a statistically significant difference at (α≤0.05) between the average scores of the second experimental group members in the pre and post applications to test the cognitive achievement in favor of the post application.
