Innovation is important for development in its various manifestations. It guides the mental abilities to create new ideas and apply them to reality, or to develop existing things and employ them again appropriately in a new way that meets the needs and treat any shortage or deficiency. Innovation is achieved only by answering unusual questions or questions that have not been raised before. The emergence of the Open Learning Movement has been one of the most important innovations of the modern age in the field of education. Therefore, It has been able to solve a number of obstacles that hamper the widespread of teaching and learning. In fact, Open Learning Movement removed geographical, temporal and cultural barriers, and it led to the emergence of new creative ways that improve learning. These include "flexible learning" and "lifelong learning" which are provided by the open education network. By doing this, learners are capable of managing their own learning. They can choose suitable time of learning and topics that matches their interests and levels. The aim of this paper is to examine the extent to which the open educational recourses, as practices of the Open Learning, contribute to the spread of the innovation culture and train learners on creative thinking by tracking successful Arabic and international practices and experiences in raising the level of education through these open educational sources. In order to generalize these experiences, we offer a practical plan to adopt the open education in educational institutions. (Published Abstract)
