This study measured the defects and errors committed by postgraduate students in the educational and psychological research proposal writing skills. The participants were 41 male and female students in the professional diploma in the college of education, Minia University, Egypt. A proposed training program in scientific writing and research proposal writing skills was prepared and taught to the sample. Diagnostic test of research proposal writing skills prepared by Allam (2003) in light of Item Response Theory assumptions (Rasch Model) was administered to get the pre. and post testing scores. Findings indicated that none of the participant reached the mastery level (more than 75%) revealing that there is a fatal weakness and shortage in the research proposal writing skills. Results proved the effectiveness of the program in improving the research proposal writing skills. Statistical significant difference was detected at 0.01 level between pre. and post testing favoring the post one. Effect size value was (0.91). No significant difference in research proposal skills was found between students holding educational qualification and their peers. (Published Abstract)
