The study aimed to identify the degree of application of governance in the Ministry of Education in Palestine and its role in reducing the expatriate career from the point of view of heads of departments in the directorates of education in Hebron, According to variables: gender, scientific qualification, years of service and administration. The study followed the descriptive analytical approach. The study sample consisted of (48) heads of department. The questionnaire was used to collect data. The results of the study indicate that the degree of application of governance in the Ministry of Education in Palestine was generally medium, except for the field of participation, which was high, and it was found that the degree of reduction of expatriation was medium. It also found that the ministry involves its directorates in evaluating the results of school work and in making decisions related. It also publishes periodic reports on its achievements and coordinates its activities and programs with the local community. The results also indicate that there are no statistically significant differences in the role of governance in reducing job expatriation from the point of view of the heads of departments in the directorates of education in Hebron governorate according to variables: gender, scientific qualification and administration, while there were statistically significant differences in the role of governance in the reduction Of career expatriation according to the variable years of service and for the heads of departments whose service was (15 years and more). The results showed a statistically significant correlation between the application of governance and the reduction of expatriation. The study came out with a number of recommendations, which are: (Work to strengthen governance and good governance in all areas in order to serve the interests of the ministry to achieve the interest and benefit of the workers, To activate the system of accountability, which promotes the application of governance and good governance, Active participation from all levels of management in the formulation of future plans and strategies, Work to reduce and improve work procedures and reduce bureaucracy and routine work, To work on the formulation of clear and fair transparent systems in the appointment of vacancies, The development of legislation and laws characterized by justice and impartiality, To establish clear and fair rules and standards that determine the course and professional growth of employees in the ministry.
