This study aimed to reveal the degree of use of the university students to the Personal learning Environment (PLE) app at portable devices in the educational process and difficulties delay of use. It also aimed at presenting suggested training program on creation and using of Personal learning Environment (PLE) app AT Portable Devices for the university students to support scientific research and academic skills needed by a student at her university the study used the analytical descriptive methodology. The sample consisted of 154 female students from the Faculty of Applied Medical Sciences at the University of Tabuk. The researcher used a questionnaire that was prepared as a tool to collect the required data for the answers of the study. The questionnaire includes 32 items distributed to three frames after ensuring their reliability and stability. This study resulted in indicating the importance of activating the use of Smart phones and tablets and to encourage students to utilize them in supporting their academic and scientific research skills. This study also suggests to prepare adequate plans for both students and Faculty members to learn new aspect in E-learning and portable learning. (Published abstract)
