This research aims at knowing the use of PCs in learning/ developing the listening and speaking skills for non-Arabic speakers at their beginning stage. This topic is one of various educational fields (using of computer), (designing of educational modules for application) and teaching, measuring and evaluating methods. This study aimed at developing listening and speaking skills for the non-Arabic speakers students at the first stage at the Arabic Language Institute of the International University of Africa, by using the computer in order to finding out its efficiency in rectifying the learners’ behavior towards learning those two skills. The researcher attempted to test the efficiency of computer in learning Arabic listening and speaking skills for non-Arabic speakers. The researcher adopted the experimental method which is based on preparing two equivalent groups (controlled and experimental one). The experimental group was taught by computerized lessons whereas the other group (control) by using the traditional method. The experiment was applied on 20 male and female students of level 1, whom were randomly chosen for measuring the program efficiency. The researcher used the (SPSS) program in processing the collected data. The most important results of the study is that the computer has a considerable efficiency in teaching and learning the both listening and speaking skills of Arabic language, and it creates a flexible educational atmosphere that fits individual differences of students. Based on the above results which are reached by the study the researcher recommended and emphasized on the necessity of training teachers and learners on dealing with the modern educational aids and technologies and how to make use of them in learning, beside evaluating the experiments related to the use of computer in learning the various skills of Arabic language, as well as eliminating the difficulties that may face teachers in utilizing the modern technologies in teaching the Arabic language skills.
