The aim of the present research was to evaluate the E– Instruction that is used for the computer subject which is applied in a number of Iraqi schools related to the Iraqi Ministry of Education from the viewpoint of the supervisors and teachers in order to diagnose the advantages and disadvantages in the E– Instruction, and give solutions and recommendations that will advance the E– Instruction through answering the following questions: 1) What is the presence of the objectives for the E– Instruction, when it is applied for the computer subject? 2) What is the type of the E– Instruction, which is applied for the computer subject in the fifth secondary grade? 3) What is the adequacy of the physical aspects for the E– Instruction in the computer subject? 4) How efficient is the use of teachers for the E– Instruction in the computer subject? 5) What is appropriate of the E- Instruction to the level of cognitive development of students in the fifth secondary grade? 6) To what extent is the ability to achieve the goals of computer subject when using the E– Instruction? 7) To what extent is the adoption of computerized content in the computer subject for the fifth secondary grade? 8) What are the main Instruction strategies the E– Instruction that has been in use in the computer subject and the activities associated with it? 9) What are the methods of evaluation used in the computer subject within the E– Instruction? 10) What are the types of questions that are used to evaluate students in the computer subject within the E– Instruction? 11- What is the availability of appropriate software aspects of the E– Instruction? 12) To what extent the application of e-learning the E– Instruction in the computer subject during the school year? 13) What is the class management techniques used in the application of the E– Instruction? To achieve the objectives of the research, the researcher used as a population of her research all the teachers who taught the computer subject and engaged in teaching the E –Instruction for the current academic year (2014-2015) in Al-Kadsiay (Diwaneya) province as well as all the supervisors who were presence at schools supervising teachers who are teaching in the E –Instruction. The researcher used a descriptive approach in her current research, and in order to prepare a list of items that is essential for the evaluation as a first draft questionnaire, the researcher has depended on previous studies in the field and on the opinions of teachers and supervisors by distributing a two open ended questionnaire each one included a three questions one for the teachers and another one for the supervisors to propose what is suitable to be included in the evaluating questionnaire. The first draft questionnaire content 126 items distributed among 13 fields. The researcher distributed the first draft questionnaire among 16 experts inside and outside Iraqi as well as 7 teachers and supervisors who were expert in the area of Computer Science, curricula and teaching methods, measurement and evaluation, and in educational psychology, then the researcher gave them enough time to check each item and removing or adding what is suitable for the tool to become in its final draft which included 105 items distributed among 13 fields. The researcher applied the questionnaire in its final form among 50 teachers, and 3 supervisors by giving them enough time to answer the questionnaire. Answers were later analyzed statically by using a number of statistical methods such as (mean, standard deviation, Chisquare, (SPSS). It has been found that the sample of the research agreed that the objectives of the E– Instruction have been achieved, according to the views of members of the Search sample. It is built type learning. There is a well availability of physical aspects. The E– Instruction in use is appropriate to the level of student's cognitive development. And It has been found that the sample of the research agree on the achievement of 105 of the evaluating items of the questionnaire. Therefore, based on the findings some recommendations are suggested. (Author’s abstract)
