This study includes four chapters which can be summarized as following: Chapter One: This chapter includes the problem of the study which appeared throughout reading many of the literature of Total Quality Management in general and the Iraqi and Arab studied which indicates that management is the main element for the success of any institution, The problem lurks in that human resources cannot be up to the hoped outcome ad there is a clear shortage and weakness through the daily dealings. That is its own needs a research In the light of the severe competition among the developed state, and the attempts of the developing states to develop their institutions. Manifested the importance of the study which tackles a modern topic, and for the importance Total Quality Management as an administration revolution takes a total administrative system based on making changes in all the system inputs and the processes to come up with the best outcome with the little cost. The responsible for education in general and for the university education in particular try to apply this concept in order to promote it. The university institution occupies great importance in all because it affects all the society in all its bodies. The present study aims at: A training model for developing the performance of the human resources in Al-Mustansriya University in the light of total quality management criteria. The study is limited to the employees working in the units and sections of the human resources in the presidency of colleges of Al-Mustansriya university for the academic year 2013/2014. Chapter Two: This chapter includes the literature of the research which is made up of three inquiries as well as the previous studies. First inquiry: includes the literature related to the human resources. Second inquiry: this includes the literature related to Total Quality Management. Third inquiry: this includes some models of Total Quality Management in education. Previous Studies: this includes 15 Iraqi, Arab and foreign studies relevant to the theme of our study. Chapter Three: This chapter includes the procedure of study: 1) The community: the community is made up of (in the presidency of colleges of Al-Mustansriya university) of 145 employees. 2) The sample: a rate of 79% of the research community were chosen i.e. 115 employees out of 145 employees. The Research Instrument: the researcher used the questionnaire to realize the objective of his study. He built an instrument by reviewing the administrative literature and the previous studies depending o the criteria of the Arab Union of Universities ad discussed them with the specialized in the field of educational management ad general administration. The researcher verifies the validity of the questionnaire by the use of apparent validity by showing them to experts of arbitrators. The agreement of 80% was a rate for retaining the item. The instrument in its primary form includes 146 items after display to arbitrator, after the exclusion of 63 items because they obtain the approval of 83 items distributed into ten fields (perspective and objectives of the institutions, strategic planning, financial and material sources, technical and information sources, university ethics, constant improvement, measurement and evaluation). Also, the validity of the instrument was verified by the use of two methods re-test coefficient of which was 0.91 which is regarded high, and the second method is (Alphacrobach) the coefficient was 0.93 which is also high. The statistical means used in the study are: The researcher used the statistical means of SPSS by the use of Chi-square, percentile rate, preferred means and Alphacrobach equation. Chapter Four: This chapter displays the results and interprets them by the use of the statistical means. The percentile rate, preferred means were used for each model. This helped the researcher to come up with the development of the suggested model In light of the results was developed some of the conclusions and recommendations and proposals are as follows the most important. Conclusions: In the light of the results, the most important conclusions are: 1) The need of the employees of human resources to a model so that they can fulfill the requirements of their administrative work and the transformation from traditional in administration to a more developed. We indicated the responses of the sample on the fields of measuring the Total Quality Management. 2) The results of the study show varied degrees in terms of the need for training and the training model, as they are different from one field to another. Recommendations: In the light of the findings, the most important recommendations: 1) To develop special centers for Total Quality Management in the universities and give them the authorities to apply Total Quality Management in the university for the importance of this concept in the Higher Education institutions. 2) The preparation of matieral and informatics capabilities and putting the scientific procedes that could contbiute to the putting of strategic plans for the Total Quality Management in colleges of Al-Mustansriya University. Suggestions: In the light of the findings, the most important suggestions: 1) Making a similar study in building traiing models in Total Quality Management ad their application I other colleges and universities. 2) Making a similar study I the development of the competences for human resources in the light of Total Quality Management.
