This research paper has focused on the role of the Administrative and Economic Sciences colleges in Palestinian higher education institutions in minimizing the unemployment problem among graduates by proposing a new model for graduation project for students of the Administrative and Economic Sciences colleges in order to encourage entrepreneurship small business projects to reduce the problem of unemployment in Palestine, due to the increasing ratio of unemployment among Bachelor graduates degrees, whereas Government has freeze the recruitment process, and the limited capacity of the Palestinian labor market. Data was collected in this research based on the experiences of Arab and foreign experiments and some of the studies related to the subject matter, and the experience of the researcher during his study in the undergraduate as a student, and his experience while teaching at Al-Quds Open University as a teacher. As well as some indicators of Higher Education figures. The research figured out the reality of Palestine higher education system and the number of graduates from the Palestinian universities in general, and graduates from the Administrative and Economic Sciences colleges in particular, as well as presenting the experience of students learning this new model from the Administrative and Economic Sciences colleges at Al-Quds Open University in setting up a profitable small business project in a simple way and thus the possibility of providing Self-employment opportunities after graduation rather than be listed in the unemployed list, as a substitute for the graduation project without missing the skills of scientific research methodology for students. As establishing a project by qualified people differs from those they lack such qualifications. The research illustrated the mechanism of implementing this new alternative model in parallel with the mechanism of evaluating the students in the final grade. The most recommendations were: local universities should hold a workshop for Deans of scientific research and Deans of the Administrative and Economic Sciences colleges to discuss this idea, and evaluate it. Secondly the State of Palestine should appoint a legitimate father of the small enterprise sector in Palestine, whether prepared by university students and/ or the rest of the society, as small business projects have many benefits in solving huge problems.
